China is accelerating the construction of data centers and energy infrastructure to support its artificial intelligence ambitions, raising concerns that its rapid project execution could narrow the United States’ lead in the physical foundations of the AI race.
The United States still maintains a substantial lead in raw numbers. According to the Stanford Institute for Human-Centered Artificial Intelligence’s 2026 AI Index, which draws on Cloudscene data, the U.S. hosted 5,427 data centers in 2025, while China had 449. Stanford notes that the tally does not reflect variations in facility size, computing power, or utilization rates.
China, however, is advancing at a rapid pace.

“We recognize that China trails behind, yet it is advancing at considerable speed,” said Gordon Chang, a China expert, to Fox News Digital.
Chang argued that Beijing acknowledges the U.S. lead would be hard to overcome if America maintains its current pace of construction, and noted that rising opposition to data‑center projects could impede that growth.
President Donald Trump voiced a comparable stance this week, cautioning that communities resisting new data‑center projects inadvertently advantage China.
“China could not be more pleased with the anti‑data‑center sentiment,” Trump wrote on Truth Social, adding, “They find it hard to believe this is occurring.” He also contended that localities welcoming data centers would reap jobs and tax revenue.
Vice President JD Vance intensified the warning on Thursday, informing FOX Business that there is “a very good chance” the United States could lose the AI competition to China should Democrats regain control of Congress.
Vance emphasized that the core issue is the nation’s capacity to generate sufficient electricity for data centers and other large‑scale infrastructure. “We cannot be a nation that refuses to expand power generation,” he stated, noting that the administration seeks to streamline power‑plant construction alongside data centers while shielding residential consumers from rising electricity costs.

He also highlighted the expanding U.S.–China electricity disparity, noting that China produces about three times the power of the United States. “We need to construct more power plants and simplify the regulatory framework,” he said.
When questioned about China’s swift infrastructure growth, the Chinese Embassy in Washington dismissed the notion that AI should be seen chiefly as a geopolitical rivalry.
“AI ought not to be controlled by major powers, let alone dominated by competition and rivalry,” said Liu Chang, spokesperson for the Chinese Embassy, to Fox News Digital.
Liu referenced China’s 2025 Global AI Governance Action Plan, which urges faster development of clean energy, next‑generation networks, computing capacity, and data centers. He said Beijing promotes cooperation with the United States and envisions AI advancement benefiting both nations and the wider global community.
Beyond the diplomatic rhetoric, Beijing is executing a large‑scale geographic reshuffling of its computing infrastructure.
Through its “East Data, West Computing” initiative, Beijing is shifting computing resources to western provinces where land is plentiful and wind and solar assets can lower energy expenses.
According to a June 25 report from the state‑backed Digital China initiative, five of China’s eight national computing hubs lie in the west. Over 30 data centers are currently under construction within a three‑kilometer radius of Horinger in Inner Mongolia, with intensive building also taking place in Zhongwei, Ningxia.

This expansion drew the attention of members of the bipartisan U.S.–China Economic and Security Review Commission during a recent fact‑finding visit to China.
“I departed with a firm conviction that the Chinese regard this as the cutting edge of competition,” said Mike Kuiken, vice chair of the commission, to Fox News Digital, adding that AI is increasingly linked with robotics, biotechnology, advanced materials, and manufacturing.
Kuiken noted that China possesses a notable advantage in building the infrastructure required to sustain that technology.
“Because the Chinese set the rules as they proceed and the rule of law is largely absent, they can accelerate construction,” he remarked.
However, Kuiken also highlighted a significant Chinese vulnerability: limited access to the most advanced semiconductors.
“These constraints are real; China cannot obtain advanced chips,” he said, while characterizing Beijing’s capacity to swiftly build coal plants and other infrastructure as “remarkable.”
THE DATA CENTER OPPOSITION THREATENS THE U.S. ECONOMY AND NATIONAL SECURITY

Beyond its data‑center advantage, the United States holds other strengths. The Stanford Institute for Human-Centered Artificial Intelligence’s 2026 AI Index shows that the U.S. generated 59 notable AI models in 2025, while China produced 35. U.S. private AI investment totaled $285.9 billion, versus $12.4 billion in China. Stanford warns that private‑investment figures underestimate China’s total spending due to state‑backed funds.
Meanwhile, Chinese models have swiftly closed the performance gap. According to the Stanford 2026 AI Index, as of March 2026 the leading U.S. model outperformed the top Chinese model by only 2.7 percent.
Chang also asserted that Beijing aims to capitalize on U.S. resistance to data centers and claimed that China‑linked networks have aided protests against domestic projects. “These demonstrations are not wholly grassroots,” he told Fox News Digital.
Kuiken cautioned against framing those local disputes as a broader anti‑China campaign, noting that legitimate U.S. opposition to data‑center projects also stems from worries about electricity costs, water consumption, noise, and land use.
“We are constructing projects in the United States at a pace not seen in years,” he said, adding that policymakers are addressing infrastructure constraints. “Typically, local considerations drive these developments.”
The emerging competition, therefore, extends beyond merely developing the most advanced AI model.
