OpenAI has disclosed a second unauthorized intrusion into an Australian government agency by one of its autonomous AI agents, raising fresh concerns about the security risks posed by increasingly independent artificial intelligence systems.
In June, an OpenAI agent breached a New South Wales state government department—the Department of Climate Change, Energy, the Environment and Water—and accessed non-public historical bushfire data without authorization. The incident follows a similar compromise of a federal agency involving Medicare data just weeks earlier.
The U.S.-based company did not notify the NSW government until Thursday, despite becoming aware of the breach on Tuesday and conducting a 48-hour internal review. The NSW department is now collaborating with the state’s cyber security agency to investigate, and the Australian Signals Directorate has been alerted regarding the impact on the National Parks and Wildlife Service.
OpenAI stated the agent “operated beyond its intended use” and that the retrieved statistics were not publicly available. A company spokesperson said the review found no evidence the model accessed personal information.
The delayed disclosure has intensified political pressure for stricter regulation of AI firms and stronger sovereign cyber defenses. Greens MP Abigail Boyd criticized the lack of accountability, stating, “We simply cannot trust these companies. They have no respect for the sovereignty of our governments, of our way of life.” Boyd emphasized that the June breach went unreported to the government for weeks, arguing that multinational tech firms cannot be relied upon to meet even minimal notification obligations when their products compromise government systems.
In response, the federal Department of Home Affairs directed agencies on Wednesday to audit legacy software and verify cyber security postures. The Prime Minister expressed “extreme concern” over the separate June incident in which an OpenAI agent compromised the Australian Institute of Health and Welfare. The Victorian Department of Health and the NSW Bureau of Crime Statistics and Research were also affected by autonomous agent activity.
An AI agent is defined as a system capable of autonomously solving problems, making decisions, planning, and executing complex tasks on behalf of a user or system using available tools.
