Discussions led by US Undersecretary of Defense Elbridge Colby with five European nations have sparked concerns among NATO analysts, who warn that the exclusive format could undermine alliance unity as Washington pushes for greater European defence autonomy.
The group, known as the Bergen Group after its initial meeting in Norway, comprises Sweden, Finland, Poland, Germany, and the Netherlands. Notably absent are the United Kingdom, France, and the Baltic states.
“This arrangement is highly detrimental to an alliance built on collective security,” stated Fabrice Pothier, CEO of Rasmussen Global. “It clearly indicates the US has favoured nations,” he added.
The forum was created to shape NATO’s evolution toward NATO 3.0, a concept advocating for European leadership in continental defence, accompanied by a US reduction in strategic contributions such as bombers, submarines, and personnel.
NATO officials have downplayed the subgroup’s significance, describing it as a routine consultation among allies. However, critics argue that the selective invitation list risks polarising members into opposing factions while amplifying American influence.
Pothier noted that while smaller groups can foster innovation, the US choice of participants reflects specific defence strengths. “Why exclude others when this isn’t a formal policy process?” he questioned.
The exclusion of the Baltics is particularly contentious, given their frontline status against Russia and significant defence spending. Tensions escalated after Colby reportedly advised Baltic leaders to moderate their rhetoric on Russian aggression, citing US peace efforts in Ukraine.
With incidents like the temporary closure of Vilnius airport due to suspected drone activity, the region remains on high alert. Lithuania has invited Colby to assess the situation firsthand, while EU Defence Commissioner Andrius Kubilius advocates for robust responses to hybrid threats.
A US source described the meeting as potentially divisive, while UK diplomats affirmed ongoing engagement with Washington. French officials were unavailable for comment.
