Zhou leveraged his various positions held between 2003 and 2025, including party secretary of Huangshi, mayor of Wuhan, and vice-governor of Hubei province, to assist companies and individuals with contracting projects, business operations, and administrative approvals, as stated by the Shangqiu Intermediate People’s Court in Henan.
The court reported that Zhou accepted cash and property valued at over 60.5 million yuan (approximately US$9 million) in exchange for his assistance.
