A Canadian cybersecurity executive who specializes in negotiating with ransomware attacks has been arrested on federal charges in Pennsylvania. Edward Dubrovsky, 54, was taken into custody Thursday in the Philadelphia area, according to federal court documents. The arrest occurs as federal authorities investigate ShinyHunters, a hacking group that recently claimed to have stolen data belonging to nearly every FBI employee. Officials have not yet confirmed whether Dubrovsky’s arrest is directly linked to that ongoing investigation.

FBI Director Kash Patel announced Friday on X that federal agents had arrested another suspected co-conspirator of the ShinyHunters group, which is believed to be responsible for a recent breach of the FBI’s jobs website. “Our agents in the field have arrested another suspected co-conspirator of the ShinyHunters group – the group believed to be responsible for the recent FBIjobs.gov incident, which occurred on a platform managed by a third-party vendor,” Patel stated. Patel noted that this arrest marks the latest development in a rapid series of takedowns targeting the network. He did not name the suspect in his announcement, and authorities have not publicly confirmed if the individual is Edward Dubrovsky.

Federal court records in the Eastern District of Pennsylvania detail charges including conspiracy to threaten the confidentiality of information for extortion and interference with commerce. A federal court order issued Thursday in Pennsylvania granted prosecutors’ request for detention, with a judge ordering the suspect held pending a hearing in the Eastern District of Texas. A subsequent order issued Friday directed the U.S. Marshals Service to transport the defendant to Texas for further proceedings. According to the Federal Bureau of Prisons’ inmate locator, Dubrovsky is currently held at the Federal Detention Center in Philadelphia, with his release date listed as unknown. Dubrovsky’s professional background includes extensive experience negotiating with cybercriminals over ransom demands, according to his LinkedIn profile. That profile associates him with CyberSteward, a cybersecurity firm that advertises negotiation services with threat actors, cyber extortion, and settlement facilitation.
