Russian Foreign Minister Sergey Lavrov arrived in Tehran on Monday, according to Russian media, marking his first visit since the eruption of the Middle East conflict. Moscow is seeking to assume a mediating role in the ongoing crisis. Iranian foreign ministry spokesperson Esmaeil Baqaei said the trip would focus on “regional and international developments.”
Lavrov is scheduled to meet with Iranian President Masoud Pezeshkian and hold talks with his counterpart, Foreign Minister Abbas Araghchi, the Russian ministry confirmed.
The veteran diplomat emphasized that Moscow’s efforts are “aimed at preventing the return of a large‑scale war,” noting that negotiations between Tehran and Washington have stalled.
His visit follows Russian President Vladimir Putin’s early‑October statement to Pezeshkian that Moscow stands ready to contribute to mediation initiatives.
Russia and Iran, both among the world’s most sanctioned nations, maintain close ties. Their military and economic cooperation has intensified since Russia’s invasion of Ukraine in 2022.
The Middle East war began in February after U.S.–Israeli strikes on Iran. Despite an April ceasefire and a June U.S.–Iran memorandum of understanding, hostilities around the Strait of Hormuz persist.
Iran asserts control over the strategic waterway—through which roughly one‑fifth of global hydrocarbons pass under normal conditions—and regularly targets vessels that enter without authorization.
In response, Washington maintains a naval counter‑blockade of Iranian ports.
Russian officials indicated that discussions during Lavrov’s visit will center on “ways to resolve the acute international crisis triggered by the unlawful aggression of the United States and Israel against Iran.”
The ministry added that the conflict has dealt a severe blow to stability and security “not only in the Near and Middle East, but on a global scale.”
