Two people familiar with the discussions said US officials are expected to travel to Norway for Ukraine talks, with Ukrainian President Volodymyr Zelensky likely attending the meetings.
The sources, who spoke on condition of anonymity, said the schedule remains tentative and could change.
The White House did not immediately respond to a request for comment.
The planned meetings come amid growing tensions between Washington and Kyiv. Ukraine has alleged that a US policy decision reduced the speed of its military-grade Starshield satellite system, which is owned by SpaceX. It has also claimed that the US has restricted intelligence sharing and delayed deliveries of Patriot air-defense missiles purchased by other countries.
“All of this suggests that some political decision has been made to slow down support for us,” Zelensky said in a video posted on Telegram on Monday.
One person familiar with the matter said Defense Secretary Pete Hegseth has not yet authorized the release of the latest package of US weapons purchased by NATO allies under the PURL program. The source could not confirm whether the package includes Patriot missiles.
The Pentagon did not respond to a request for comment, and US officials have denied Ukraine’s allegations.
Trump has accused Zelensky of refusing to negotiate with Russia. In his latest criticism on Monday, the US president suggested that the Ukrainian leader should “get somebody else to negotiate.”
Ukraine relies on Starshield for battlefield communications and drone operations. The US Defense Department holds the contract with SpaceX (SPCX.O) but permits Ukraine to use the system.
Ukrainian officials have said restrictions on Starshield resulted in civilian casualties because the military was unable to intercept Russian strikes. Reuters reported last week that the order to limit the system came from within the White House.
SpaceX CEO Elon Musk said on X last week that the US government owns and controls Starshield systems and that any limits on their speed or use are imposed by the US military or the president.
