BRUSSELS — The European Union said on Friday that substantial work remains before a peace agreement in Ukraine can be reached, and that the bloc would decide on its own security matters, after U.S. President Donald Trump promoted a deal with Russia involving “all of Europe.”
“There is still substantial work that needs to be done, and above all, there must be a willingness on the part of the side that first started the war,” EU spokeswoman Paula Pinho said, adding that “it is ultimately up to the European Union to decide on matters affecting its security.”
