We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States of America, along with the European Union’s High Representative, strongly condemn ongoing violence in El-Obeid, Sudan. We demand that the Rapid Support Forces and allied armed groups immediately halt any actions risking further atrocities or civilian casualties, including drone strikes and blockades to humanitarian aid. Following the recent atrocities in El Fasher, we express grave concern over confirmed violations of international humanitarian and human rights laws across Sudan’s Kordofan, Darfur, and Blue Nile regions.
We urge all conflict parties, including the Sudanese Armed Forces and allied groups, to strictly adhere to international law and prioritize civilian protection. We call for guaranteed safe passage for humanitarian aid and immediate access to El-Obeid and vulnerable areas nationwide.
We insist on an immediate cessation of hostilities and demand direct negotiations in good faith. The Sudanese Armed Forces must drop their repeated rejection of de-escalation measures, while the Rapid Support Forces must implement their commitments under the Jeddah Declaration, which they have fatally neglected to date.
We endorse United Nations Secretary-General’s Personal Envoy Pekka Haavisto’s efforts to broker a humanitarian truce, building on the Quad and Quintet’s initiatives toward a permanent ceasefire and inclusive political dialogue. Accountability for all law violations remains a cornerstone of our position, as we stand united in supporting victims and ensuring guarantees of non-recurrence.
We urge external actors to comply with Berlin Principles by ceasing all military, logistical, and financial support to conflict parties. We further request the UN Security Council extend the Darfur arms embargo to encompass all of Sudan.
We reaffirm unwavering commitment to Sudan’s sovereignty, unity, and territorial integrity. We reject unilateral actions that threaten the nation’s unity and support the democratic aspirations of the Sudanese people.
