China is adopting a new approach to increase the international sales of its domestic bonds, as the Shanghai Clearing House (SHCH) uses global financial networks to enlarge the offshore yuan pool.
In a recent article, SHCH chief Ma Jianyang explained that the initiative aims to strengthen Shanghai’s dominance in offshore yuan derivatives clearing and protect the domestic market from cross-border financial risks.
As part of this initiative, SHCH will expand its clearing services for offshore yuan bonds, interest‑rate instruments, and foreign‑exchange products, enabling foreign investors to hedge their risk.
“We will further expand the supply of yuan central counterparty clearing products, adding bonds, interest‑rate, and foreign‑exchange categories to provide foreign investors with robust risk‑hedging tools for overseas yuan assets, thereby reinforcing our dominance in clearing yuan products,” Ma wrote in an article posted on the social‑media channel of China Finance magazine last week.
“We need to develop dedicated regulations and standards to harmonise the supervision of central counterparty clearing, and to create liquidity risk‑constraint measures and support facilities that stabilise market expectations,” said Ma, former deputy chief of the People’s Bank of China’s financial market department.
The Shanghai Clearing House, affiliated with China’s central bank, is regarded as key financial infrastructure in Beijing’s efforts to expand its global financial influence and promote yuan internationalisation.
The move follows Shanghai’s release of an action plan to broaden offshore business, including bond issuance in the pilot free‑trade zone and expanded foreign‑exchange trading, as the city strives to become an international financial centre.
