US CIA Director John Ratcliffe Makes Unannounced Trip to Moscow Amid Stalled Ukraine Negotiations

CIA Director John Ratcliffe has traveled to Moscow on an unannounced visit, according to multiple US media outlets. The trip was first indicated by flight tracking data showing a US military aircraft heading toward the Russian capital, where an American diplomatic motorcade was subsequently observed.

CBS News, citing sources familiar with the matter, confirmed Ratcliffe’s journey, noting that it marked his first known visit to Russia since assuming leadership of the CIA. Axios independently corroborated the visit, quoting a US official.

The Financial Times reported that the Trump administration requested Kyiv to suspend its long-range strikes on major Russian cities for the duration of the visit.

Neither the CIA nor the White House provided immediate comments on the trip.

According to Flightradar24 data, a US military C-17 departed from the United States, stopped in Latvia, and then continued to Moscow. The tracker indicated that the flight originated from Joint Base Andrews in Maryland, the primary base associated with Air Force One.

The C-17 Globemaster III is a large military transport aircraft described on the US Air Force website as capable of conducting strategic and tactical airlift operations, airdrop missions, and aeromedical evacuations.

Ratcliffe’s reported visit comes at a time when US-brokered negotiations aimed at ending Russia’s invasion of Ukraine have reached an impasse. Earlier this month, however, Moscow released a former US Marine who had been detained since 2022, following concerns regarding his health.

While the specific purpose of the visit remains unclear, the CIA has historically played a role in mediating detainee exchanges between the US and Russia. The agency was instrumental in the 2024 prisoner swap that resulted in the release of Wall Street Journal reporter Evan Gershkovich and Marine veteran Paul Whelan.

Some analysts have speculated about the situation in Iran, which continues to be a source of tension between Moscow and Washington. On Monday, US Treasury Secretary Scott Bessent unveiled a new sanctions strategy aimed at further isolating Iran economically.
