Prime Minister Mandates Early Release Changes Following PC Harper Case

The Prime Minister has announced that individuals convicted of unlawful killing will be excluded from the early release scheme, ensuring that the perpetrators in the death of PC Andrew Harper remain in jail.

As part of measures to address prison overcrowding, the Prime Minister stated that hundreds of prisoners will stay incarcerated under the revised system.

“We’ve developed a proposal that ensures those guilty of manslaughter, such as the individuals involved in PC Harper’s death, along with those convicted of indecent assault or death by dangerous driving, will not be released early. Hundreds of offenders will remain behind bars,” the Prime Minister told the BBC.

“I heard the emotions expressed by Andrew Harper’s family, and it resonates with public sentiment. No one wants a scenario where those guilty of killing a police officer are set free prematurely,” the Prime Minister added.

To alleviate prison capacity, the government will deport foreign nationals in custody and consider the release of certain prisoners serving indefinite sentences.

The Prime Minister ordered a comprehensive review of the early release scheme to be conducted by Justice Secretary Alex Norris, with findings to be presented upon Parliament’s return from summer recess in September.

This intervention follows intense public criticism after it was revealed that Albert Bowers and Jessie Cole could potentially be released after serving half of their jail terms.

In August 2019, PC Andrew Harper, 28, lost his life while being dragged associate decisively in Berkshire by a vehicle as Cole, Bowers, and their accomplice Henry Long abandoned the scene of a quad bike theft.

All three were convicted of manslaughter in a 2020 trial, with Cole and Bowers each sentenced to 13 years imprisonment, sparking debates over their eligibility for early release under the original overcrowding reduction initiative.
