In brief
- Longtime Bitcoin developer and BIP-54 co-author Matt Corallo estimates an 80% probability that the “Great Consensus Cleanup,” initially proposed in 2019, will become Bitcoin’s next soft fork.
- The upgrade addresses four long-standing vulnerabilities: poison blocks, time warp bugs, Merkle malleability, and duplicate coinbase transactions.
- Critics, including LayerTwo Labs’ Paul Sztorc, dismiss the effort as “depressing” janitorial work lacking innovative features.
Four consensus rule flaws have persisted in Bitcoin’s codebase for years. While topics like quantum resistance capture headlines, many experts believe the network’s next soft fork will prioritize a practical maintenance upgrade. The Great Consensus Cleanup (BIP-54) aims to resolve “cruft” in Bitcoin’s consensus design—issues historically sidelined in favor of flashier proposals, according to Corallo.
“There’s a laundry list of things we know of that we really need to clean up,” Corallo said during a recent appearance on MARA Foundation TV. “All of these issues are real concerns that could impact Bitcoin negatively, but they’re not like, ‘Oh, the sky is falling.'”
Although no formal timeline exists for BIP-54’s implementation, Corallo believes there’s an 80% chance the Great Consensus Cleanup is next in line. Speaking with MARA Foundation Head Isabel Foxen Duke, he also framed the upgrade as a valuable rehearsal for Bitcoin developers who have not yet navigated a soft fork activation.
At its core, Corallo said BIP-54 “fixes some stuff that everyone agrees are problems,” targeting four specific vulnerabilities:
- Poison blocks: A miner could craft a block exploiting performance bottlenecks to intentionally slow node validation for competitors, gaining a temporary advantage.
- Time warp bugs: A loophole in the two-week difficulty adjustment window permits majority-hashrate miners to manipulate timestamps, artificially accelerating block production.
- Merkle malleability: Because a 64-byte transaction matches the data size of an internal Merkle tree node, attackers can theoretically forge proofs to deceive light clients into accepting counterfeit transactions.
- Duplicate coinbase transactions: Historical design quirks allowing duplicate transaction IDs will re-emerge at future block heights, risking coin overwrites or ledger accounting disruptions.
Not everyone views a maintenance-focused soft fork as progress. On X, Paul Sztorc, co-founder and CEO of LayerTwo Labs, called BIP-54’s potential activation “kind of depressing, since it is a janitorial maintenance fork that doesn’t do anything.”
Surveying developers at TABconf in Atlanta, Sztorc found Bitcoin’s “best and brightest” largely expect the Great Consensus Cleanup to be the next soft fork regardless, with the earliest estimates targeting September 2027 and most projecting 2028 or later.
Since Taproot’s 2021 activation, Bitcoin’s community has wrestled with prolonged gridlock over protocol changes. This friction often centers on “ossification,” with broader proposals like OP_CAT (BIP-347) and OP_CHECKTEMPLATEVERIFY (BIP-119) struggling to achieve ecosystem-wide consensus.
Corallo notes that soft forks have always presented technical hurdles, but political and social friction has recently become equally significant. The community spent months debating Taproot’s activation mechanism, pitting miner signaling against mandatory user flag days. Corallo argues BIP-54 could establish a reusable deployment playbook for future upgrades.
“In every recent soft fork, there’s also been a bunch of drama about activation mechanisms,” he said. “So hopefully we could do a soft fork to go through that drama, and then copy and paste and reuse it and head off some of that drama [for future soft forks].”
In that sense, BIP-54 serves as much to prove Bitcoin can still coordinate upgrades at the social layer as it does to clean up actual code.
