Canada has confirmed its decision to acquire a new fleet of Arctic surveillance aircraft from Swedish manufacturer Saab, as announced by Prime Minister Mark Carney during a defence industry event in Ottawa. The choice marks a strategic pivot away from U.S. competitors and underscores the government’s dual focus on strengthening Arctic defence capabilities while reshaping its economic ties with the United States.
By pursuing formal negotiations with Saab, Ottawa has set aside two American alternatives: the Aeris X from L3Harris and the E‑7 Wedgetail from Boeing. “The GlobalEye procurement will help us secure our North and build our economy at once,” Carney said, highlighting the project’s dual benefit of enhancing national security and fostering domestic industry growth.
Saab welcomed the decision and affirmed its commitment to transferring knowledge and technology to Canada, a promise echoed by the Prime Minister. The company’s involvement is expected to contribute to the expansion of Canada’s domestic defence sector.
Carney has repeatedly identified the Arctic as a strategic priority, noting the urgent need to elevate Canada’s defence posture in the face of increasing geopolitical competition, particularly from Russia. The selection of a European partner over a U.S. firm could strain relations with the Trump administration, which has expressed dissatisfaction over Ottawa’s reconsideration of a multi‑billion dollar F‑35 fighter jet acquisition.
Earlier this month, U.S. Undersecretary of Defence Elbridge Colby announced the Pentagon’s suspension of cooperation on a longstanding joint defence advisory board with Canada, citing the stalled F‑35 deal among the contributing factors.
Carney maintains that Canada’s historically close relationship with the United States has undergone lasting change, and that the nation must diversify its economic and security partnerships. He stresses that bilateral ties will not revert to the pre‑Trump status quo.
