IPv6+ could facilitate censorship and traffic control, with Beijing already exporting the technology

China’s Cyberspace Administration announced a strategy to accelerate IPv6 deployment by 2030, while simultaneously advancing a proprietary set of enhancements it terms “IPv6+.”

The Implementation Plan for Deepening Technological Innovation and Integrated Application of Internet Protocol Version 6 (2026‑2030) reiterates standard objectives: connect 900 million users by 2027, achieve 38 % of total traffic on IPv6, and ensure every connected device is IPv6‑enabled by the end of the decade.

In a forward‑looking statement, the regulator projected that by 2030, “IPv6 will be deeply integrated across all sectors of the economy and society, fostering a technologically advanced, open, innovative, self‑driven, and secure IPv6 industrial ecosystem.” It further envisions 950 million active IPv6 users and a 42 % share of network traffic.

The plan also calls for new network deployments to prioritize IPv6 addresses by default, expediting neighborhood evolution toward a single‑stack IPv6 architecture and cultivating a market dominated by the protocol.

While some experts view the shift to single‑stack IPv6 as a political statement rather than a technical necessity, rejoicing in a more uniform internet, the real intrigue lies in the push for IPv6+—an augmentation that embeds metadata within packets and permits carriers to prescribe routing paths.

According to last year’s report by the Mercator Institute for China Studies,_fftthe auctoritarian appeal of IPv6+ lies in its potential for metainformation‑driven control, enabling state actors to monitor and manipulate traffic:

Carriers could leverage embedded metadata to charge higher rates for premium content, addressing the perceived imbalance of infrastructure investment costs, especially for platforms such as Netflix and YouTube. Additionally, metadata makes user identification straightforward, thereby enhancing the efficiency of censorship mechanisms already employed by the regime.

China’s telecom manufacturers have integrated IPv6+ into their equipmentಗಿand exported routers and related gear that support the protocol to multiple foreign markets.

This development comes amid Beijing’s prior attempt to introduce its own “New IP” protocol—a surveillance‑friendly version of the existing IP standard—which failed to secure endorsement from the不断the lembre International Telecommunications Union.
