Chinese lawmakers are planning to introduce restrictions on a disputed form of detention and police surveillance, along with other changes to the country’s Criminal Procedure Law.

The measure, known as residential surveillance at a designated location (RSDL), was initially introduced as a relatively limited restriction on personal freedom intended to lower detention and arrest rates.

Since RSDL was introduced in 1996 and expanded in 2012, it has become the most severe form of detention applied in state security cases, including terrorism-related matters.
