The country generates only 40% of its required fuel and faces significant challenges in securing international shipments due to longstanding U.S. trade restrictions. A Russian oil delivery of 730,000 barrels, dispatched in late March, was fully consumed by the end of April, further straining the island’s already precarious energy infrastructure.
