The demonstration, organized by the “Cockroach” youth movement, is expected to draw thousands of protesters who accuse Chief Election Commissioner Gyanesh Kumar of overseeing a contentious revision of voter rolls that critics allege disproportionately benefits Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP). Marketed by its organizers as a movement to “Save Democracy,” the rally is set to take place at Jantar Mantar, a government-designated protest site in central New Delhi, beginning at 10 a.m. (0430 GMT).

The protests stem from a recent report by the Indian Express which revealed that several of Kumar’s deputies had raised concerns internally about the voter list revision process—during which approximately 130 million names were removed—sparking renewed allegations from opposition parties that the ruling party is manipulating electoral rolls to its advantage.

The BJP has repeatedly denied these claims, arguing that opposition parties are raising baseless accusations due to their inability to compete electorally against Modi. According to the party, Modi’s widespread appeal and India’s robust economic performance remain key drivers of its continued electoral success.

Nevertheless, the frequent street demonstrations represent a growing challenge to Modi’s administration, echoing earlier protests earlier this year that led to the resignation of his education minister over allegations of exam paper leaks. These developments occur against the backdrop of crucial state elections scheduled to begin in early 2027, including in Uttar Pradesh, India’s largest state and a stronghold of the BJP.

Delhi Police confirmed on Friday that formal permission for the protest was denied, citing procedural violations related to late submission of the application and prior breaches of commitments made during earlier demonstrations. Authorities emphasized that participants found violating the ban would be subject to legal consequences.

Organizers from the Cockroach Janta Party—an outfit that originated as an online satire movement—have rejected the police refusal and vowed to proceed with the rally, asserting that peaceful assembly is a constitutionally protected right.
