The Democratic Republic of Congo (DRC) and the Rwanda-backed M23 armed group have finalized a roadmap to guide peace negotiations, per a joint statement from Switzerland following discussions in Geneva last week.

Decades of conflict in eastern DRC have centered on competing claims over the region’s mineral wealth, with M23 recently controlling large territories before its Qatar-brokered 12-month peace agreement teetered. The new framework seeks to address stalled progress since the Doha deal’s signing.

Signatories reaffirmed their dedication to negotiating “comprehensive peace and conflict resolution” through the Framework Agreement’s implementation, while pledging flexibility in executing its provisions. Key milestones include a ceasefire verification mission in Minembwe, South Kivu, and the establishment of a monitoring body to evaluate implementation challenges.

Participating mediators included the U.S., Qatar, Switzerland, African Union Commission, and Togo. The groups agreed to adopt standardized protocols for documenting ceasefire violations to enhance accountability.
