It remains uncertain whether she will contest the charges.
Bowie, a resident of Albany in upstate New York, is alleged to have discussed her plans with FBI informants and to have spent weeks engaging with agents who were posing as IS members.
She chose the New York State Capitol in Albany because prosecutors say she considered it a more feasible target than the White House.
“I want it to have an impact on the American system,” she allegedly told agents, according to prosecutors, who say she conducted at least five reconnaissance visits to the building before the planned attack.
According to officials, she intended to conceal the bomb within a food delivery bag, and charging documents contain an image of the DoorDash bag she presented to agents.
Agents are alleged to have provided Bowie with $200 (£147) to purchase bomb-making materials at a local hardware store, drove her to a Home Depot location, and upon leaving the store she reportedly remarked that she hoped the nails were sufficiently large.
“I hope the nails were large enough… because they would serve as shrapnel, right?” she allegedly told the two undercover operatives.
She was arrested on Wednesday and was found in possession of knives and a written oath of allegiance to IS, according to the complaint.
