The U.S. Department of State today designated Zhao Fugang, director of the Fiji‑based Overseas Chinese Service Center, for substantial corruption on behalf of Chinese actors. This designation bars Zhao and his immediate family members from entering the United States.
Zhao misused his official position by bribing Fijian nationals to advance the interests of Chinese government, business, and criminal entities. His actions amounted to serious corruption and harmed U.S. interests in Fiji.
The United States remains committed to holding accountable those who abuse power for personal gain and to fighting corruption that fuels drug trafficking, empowers transnational criminal networks, and threatens U.S. interests worldwide.
These designations are issued under Section 7031(c) of the National Security, Department of State, and Related Programs Appropriations Act, 2026 (Div. F, P.L. 119‑75). The provision requires the Secretary of State to publicly or privately designate foreign officials and their immediate family members when credible information indicates involvement in significant corruption or gross violations of human rights.
