QUETTA: Former senator Nawabzada Haji Lashkari Raisani has sharply condemned the provincial government’s plan to create new administrative divisions and districts across Balochistan.
Speaking at a press conference held at his residence, Sarawan House in Quetta, Raisani said the decision to move Mastung from the Kalat Division to the Quetta Division and absorb Kachhi into the Sibi Division would deliberately harm local communities.
He argued that these changes breach the historic 1948 accession agreement signed between the Khan of Kalat and Quaid-i-Azam Mohammad Ali Jinnah, the founder of Pakistan.
Tribal and political leaders, including Haji Muhammad Anwar Shahwani, Haji Aziz Sarparah, and Mir Rais Raisani, attended the briefing.

Raisani stressed that every part of Balochistan carries an irreplaceable historical identity. He noted that Mastung has long served as the administrative centre of the Sarawan region, and redefining its boundaries to establish new divisions erodes a centuries-old legacy.
“The real aim of these structural changes is to strip citizens of their fundamental rights, plunge them into disorder, and provoke new territorial conflicts,” Raisani said.
He accused those behind the plan of trying to preserve a “hybrid regime” by installing “Form-47-style” representatives and their local backers.
He pledged that political workers and community leaders would rally to resist what he called anti-democratic measures, using peaceful, constitutional, and democratic channels to strengthen national unity.
