Italy hosted and co-chaired, alongside the United States, an ad hoc meeting of the Global Coalition to Defeat ISIS/Daesh comprising Political Directors and senior diplomatic officials in Rome on October 1, 2026.
Coalition partners commended Iraq and Syria for the achievements of Operation Inherent Resolve (OIR) in degrading ISIS/Daesh. The conclusion of OIR’s mandate in Iraq reflects the collective success of Coalition efforts and underscores the Iraqi government’s commitment to safeguarding against the group’s resurgence. In Syria, the Coalition acknowledged a partner in Damascus that recognizes the ISIS/Daesh threat and is prepared to collaborate in diminishing it. Long-term security in both countries will hinge on reinforcing inclusive, sovereign institutions capable of representing and protecting all communities, enabling every citizen to equally participate in their nation’s future.
Participants reaffirmed the Coalition’s role as a mechanism for enhancing stability in Iraq and Syria, emphasizing that international support must prioritize bolstering both nations’ capacity to combat ISIS/Daesh while addressing grievances and divisions the group has historically exploited. Coalition members pledged close cooperation with the governments of Syria and Iraq and announced contributions exceeding $75 million to support Syrian counterterrorism initiatives, expand detention capabilities, sustain health and sanitation services, and assist displaced and detained populations across both countries.
The Government of Syria outlined critical counterterrorism priorities and identified areas requiring international assistance, while Iraq reaffirmed its continued leadership in the fight to eradicate ISIS/Daesh.
