A June study by Bimkom revealed a sharp increase in Israeli settlement jurisdiction orders in the West Bank since October 2023, highlighting accelerated territorial expansion during the Gaza war period.
The Israeli human rights organization documented 114 military orders issued by officials since October 2023 that established, expanded, or divided settlement jurisdictions—matching the total issued over the preceding 22 years.
These orders collectively annexed approximately 6,200 acres into Israeli municipal jurisdictions and facilitated the creation of 53 new settlements.
Administrative Boundaries Redrawn Through Military Orders
These jurisdiction orders, issued by Israeli military commanders, designate West Bank land as part of settlements and reserve development rights exclusively for Israeli use.
Unlike direct housing construction, these decrees redefine administrative borders to legally enable future expansion before physical development occurs.
Bimkom analysis describes them as “administrative land allocations that bypass public debate, judicial review, and Palestinian legal recourse,” emphasizing their unilateral nature.
Once land is classified under settlement jurisdiction, it becomes permanently restricted from Palestinian development, agriculture, or construction, regardless of immediate building plans.
Jurisdiction orders serve as foundational steps in settlement growth by establishing control over land use and development permissions.
Territories incorporated into settlement municipal boundaries are typically inaccessible for Palestinian economic or residential activities.
The study highlights a strategic shift toward territorial expansion via administrative mechanisms rather than traditional housing approvals, which receive greater public scrutiny.
Most jurisdiction changes extended existing settlements, while others formalized previously unrecognized outposts as official municipal entities.
Some orders also involved territorial divisions, enabling multiple settlements to operate under separate administrative frameworks.
By expanding municipal boundaries, these orders establish legal frameworks for future infrastructure, residential zones, and interconnected road networks across the West Bank.
The surge in orders since October 2023 marks a significant escalation compared to historical trends.
Issued through military authority rather than public legislative processes, the orders enable rapid territorial adjustments with minimal transparency and negligible avenues for Palestinian community objection.
