ALMATY, Kazakhstan — Citizens of Kazakhstan cast ballots on Sunday in a parliamentary election held under a revised constitutional framework, further strengthening the political influence of President Kassym-Jomart Tokayev and his newly established party, Adilet, which represents continuity with the previous political establishment.
