Lakes Powell and Mead, the nation’s largest reservoirs, continue declining at alarming rates, threatening water and power supplies for millions across the Southwest.
Water levels in Lake Powell, located along the Utah-Arizona border, reached a new record low on Saturday. Lake Mead, the larger of the two reservoirs and situated farther downstream on the Colorado River, fell to its lowest point one week earlier.
Combined storage in the reservoir system—the primary water source for cities and agriculture throughout Arizona, Nevada, and Southern California—has not been this low since 1957, before Lake Powell was even filled. This decline spans decades of persistent drought intensified by climate change, creating the most severe dry period in the Southwest in over 1,200 years, according to scientists.
Federal agencies, state governments, and local communities have implemented emergency measures to avert disaster, including transferring water from smaller reservoirs to support Powell and encouraging voluntary conservation efforts.
The ongoing water shortage poses serious risks to rapidly expanding metropolitan areas like Phoenix, critical sectors such as agriculture and technology infrastructure, and hydroelectric facilities generating power for millions of households across the region.
Record-low snowpack this winter—quickly negated by record-breaking spring temperatures—is accelerating the crisis. Snowmelt traditionally drives much of the Colorado River’s flow during summer months, but rising temperatures and prolonged aridity have reduced both volume and reliability of the river system.
“We anticipated ending up in an extremely challenging situation, and regrettably, that’s where we stand,” said Dr. Kathryn Sorensen, director of research at Arizona State University’s Kyl Center for Water Policy. “Ultimately, nature dictates the rhythm of this system.”
Rapid population growth and intensive farming practices in the Southwest compound the problem, as regional demand significantly exceeds replenishment rates.

Reservoir Users and Stakeholders
The Colorado River serves approximately 40 million people and irrigates roughly 5.5 million acres of farmland across portions of seven western states. Numerous tribal nations—nearly two dozen—and two Mexican states also maintain legal claims to the river’s waters.
Lakes Powell and Mead play crucial roles in securing adequate water delivery throughout the lower Colorado River Basin. While upstream regions—including Wyoming, Colorado, Utah, and New Mexico—depend largely on seasonal runoff, these engineered reservoirs provide stable storage for more densely populated areas spanning Nevada, Arizona, and California.
Farming remains the largest consumer of Colorado River water, with crops like alfalfa and other animal feed accounting for nearly half of total usage. Municipal suppliers consume another quarter of available allocations.
Additionally, rising temperatures cause roughly 10% of annual river flows to evaporate before reaching users, further straining supplies.
Extent of Supply Reduction
Persistent heat and arid conditions across the Colorado River watershed have reduced overall flow by nearly 20% over the last twenty years alone.
Current consumption patterns remain unsustainable. Although slightly over 12 million acre-feet flow through the river annually under normal circumstances, existing legal frameworks assign rights totaling more than 16 million acre-feet—a shortfall amplified by ongoing drought conditions.
Three decades of steady depletion have left both reservoirs far below historical averages. Neither Lake has approached maximum capacity since the late 1990s. Presently, Lake Mead sits at approximately 27% of full volume, whereas Lake Powell operates at around 23%.
Potential Consequences of Further Decline
Both lakes are managed using hydroelectric infrastructure—the Hoover Dam regulates Lake Mead, while Glen Canyon Dam controls Lake Powell. As water depths recede near critical operating thresholds, Glen Canyon Dam may cease electricity generation entirely.
According to forecasts from the U.S. Bureau of Reclamation, Lake Powell might breach minimum generation levels as early as this coming winter, contingent upon autumn and winter precipitation totals. Approximately six million residents depend on power produced by these installations, whose output already shows signs of weakening.
Should water fall below operational minimums entirely, authorities fear entering a “dead pool” scenario, rendering dam passage impossible and cutting off downstream deliveries to lower basin states—an outcome whose timing remains uncertain.
Emergency Measures Underway
In response to mounting concerns, Bureau of Reclamation officials initiated protective actions aimed at preserving hydroelectric function at Lake Powell. Water has been diverted from upstream Flaming Gorge Reservoir—positioned between Wyoming and Colorado—to maintain target elevations.
Release volumes from Lake Powell have been temporarily restricted, reducing flows entering the Grand Canyon en route to Lake Mead.
Western states have activated contingency plans involving stricter urban usage guidelines and enhanced conservation initiatives. Meanwhile, improved water-use efficiencies enable major cities such as Phoenix to sustain current demand despite demographic expansion.
Negotiations among the seven Colorado River basin states and federal partners regarding comprehensive long-term strategies have stalled, raising doubts about near-term stability.
Recently proposed federal guidance outlining water allocation priorities for the next decade sparked controversy after recommending steep reductions affecting Lake Powell and Mead dependent jurisdictions. Arizona lawmakers criticized the proposal as economically harmful. Revised interim guidelines covering the upcoming two-year cycle are expected shortly.
