Amid heightened demand for Patriot PAC‑3 interceptors driven by Russian and Iranian ballistic missile attacks, Lockheed Martin announced plans to develop a smaller, more affordable — though less capable — variant of the interceptor.
The Adapted Capability Effector (ACE) missile will employ the PAC‑3 launcher and its command‑and‑control software, but will incorporate a lower‑cost rocket motor, radar, and processing unit, as disclosed in a company statement and remarks by Tim Cahil, president of Lockheed Martin Missiles and Fire Control, at the Farnborough International Airshow.
While ACE does not address the most sophisticated threats, it is designed to counter lower‑technology short‑range ballistic missiles frequently employed by Iran and Russia in recent attacks.
One missile‑defense analyst noted, “Modifying cost drivers—such as the seeker—could substantially reduce expenses associated with current PAC‑3 systems.”
Tom Karako, director of the Missile Defense Project at CSIS, added, “The United States and its allies must produce as many PAC‑3s as industry can deliver, but we also require alternatives; not every mission demands the most advanced capability, making low‑cost interceptor competition both vital and urgent.”
Cahil cautioned that ACE is not intended for drone interception; rather, it aims to fill a defensive gap by providing a lower‑cost solution to engage targets such as an Iskander‑M traveling at 5,600 mph.
Although Ukrainian and U.S. firms have created counter‑drone systems, short‑range missile defense remains one of the few domains where Ukraine still depends on U.S. capability.
The supply‑and‑demand shortfall is driving additional defense firms to pursue ballistic‑missile interceptors, yet none have achieved comparable success; the leading European alternative, the French‑Italian SAMP/T, is considered less effective, according to Ukrainian officials.
Lockheed is now promoting the ACE concept to several of the 18 nations that operate compatible PAC‑3 launchers, envisioning joint development and production with European partners, as stated in the company’s announcement.
Cahil indicated that production of ACE could commence as early as 2028, or possibly sooner, contingent on governmental willingness to fund the program and collaborate internationally.
