Toone, 27, missed out after a season of inconsistent form, while 28‑year‑old Kelly has also been left out of the squad.
Chelsea forward Aggie Beever‑Jones and Arsenal players Lotte Wubben‑Moy and Taylor Hinds were also omitted from the 23‑player list.

Chelsea midfielder Lexi Potter, 20, has earned her first senior call‑up after impressing alongside Keira Walsh in the Women’s Super League.

England will face Greece in a double‑header, first in Crete on Friday, 9 October (17:30 BST) and then in Leicester on Tuesday, 13 October (19:30 BST).
