New York City’s prohibition on artificial intelligence in elementary and middle school classrooms could establish a precedent for how other educational districts across the United States manage AI integration. The city’s public school system is the largest in the nation.
Announced on Wednesday, the one-year moratorium will suspend the use of 40 distinct educational tools, affecting approximately 600,000 students. However, the restriction will not prevent teachers from utilizing AI to develop lesson plans.
During a press conference on Wednesday, Mayor Zohran Mamdani emphasized the importance of human interaction in education. “Children need teachers and human connection in order to learn and grow. They need to develop skills alongside their peers, build relationships with educators, and wrestle with tough problems on their own,” Mamdani stated.
“The tech industry wants us to believe that AI-powered early education is not only inevitable but necessary. We do not see it that way,” the mayor added.
Mamdani noted that the city will utilize the upcoming year to study the policy’s impact on students. Additionally, the public school system will introduce a pilot program in high schools for a restricted number of students.
Among the platforms being evaluated is Edia, a math-focused AI tool designed to offer “step-by-step coaching” and prompt students to articulate their reasoning. Its usage will be capped at 20 minutes per week. Another application, Quill, will be deployed in English language arts courses with a 15-minute weekly limit.
Adin Lenchner, founder of the New York-based political consultancy Carroll Street Campaigns, told Al Jazeera that the mayor is providing schools, parents, and researchers the opportunity to thoroughly assess the true impact of these tools on the education system.
“This feels like the kind of leadership that people were actually hungry for — standing up to corporate interests and looking out for students,” Lenchner remarked.
The new policy also enforces phased screen-time limitations, restricting usage to under 45 minutes daily through the eighth grade.
Furthermore, the policy prohibits “companion chatbots” throughout high school. City Hall did not provide further details when Al Jazeera requested clarification on the specific scope of this ban.
This moratorium arrives during a critical period for New York City’s public schools, as reading proficiency scores among students in grades 3 through 8 declined by 6 percent in 2025.
Experts suggest that New York City’s actions may serve as a blueprint for other school districts navigating AI integration.
“NYC public schools banning AI in elementary and middle schools sends an important message because it is the largest school district in the US. However, it is hard to know the effectiveness of the ban because they haven’t shared the enforcement mechanism,” Margeret Murry, an associate professor of communication at the University of Michigan, explained to Al Jazeera.
AI’s impact on learning
The mayor’s decision aligns with an increasing body of research indicating that AI usage in children’s education may adversely affect cognitive development.
A comprehensive review of 400 studies, alongside interviews with teachers, parents, and educators conducted by the Brookings Institution’s Center for Universal Education, concluded that the drawbacks of generative AI in classrooms currently outweigh the benefits. Nevertheless, the report emphasized that careful, limited implementation in specific scenarios could enhance learning outcomes.
Shaleen Title, an attorney at Rudick Law Group and adjunct professor at Roger Williams University School of Law specializing in emerging sectors like AI, described the mayor’s move as being “in line with the science.”
“The most important thing about it is that it changes the approach. Before, the approach was to let students use technology without really vetting the risks, whereas now, the default is that the products have to be proven safe before they can be used by students, which I think is the right approach. I think it was a smart reversal on their part,” Title noted.
A recurring theme in the Brookings Institution’s research was what experts termed a “digitally induced ‘amnesia,'” where students struggled to recall fundamental factual information regarding topics they had studied or submitted.
This trend extends into adolescence and early adulthood. A January 2025 study published in the peer-reviewed sociology journal Societies revealed that individuals aged 17 to 25 who relied more heavily on AI exhibited lower levels of critical-thinking ability.
University professors are also beginning to observe these effects. A College Board report indicated that 84 percent of faculty members believe AI degrades students’ critical-thinking skills.
In an article published in the Chronicle of Higher Education, an adjunct professor teaching at multiple universities noted that his students seem increasingly incapable of managing reading and writing assignments that were standard a decade ago.
Home use
While the city can restrict AI use within classrooms, regulating its application at home presents a greater challenge.
“This is something we’ve actually been obviously dealing with for quite a few years. The idea around this policy is to make sure that we get to limitations. I think we ought not to forget that last year there was AI usage in our school,” New York City Public Schools Chancellor Kamar Samuels stated during a press conference when asked about AI use for homework.
“This policy seeks to limit that and seeks to expand our teachers and our understanding of how to combat the external use of AI when it’s used at home,” Samuels added.
The ban includes several exceptions, such as provisions for students with disabilities, multilingual learners, and environments where students participate in career readiness programs like computer science.
“They’re probably going to want to use generative AI in their coding classes, for example. They were also very clear in their announcement that sometimes generative AI will be needed for disabilities and accommodations. So certainly, there’s an exception and a place for it in schools,” Title further explained.
The announcement also stated that students will be provided with two annual AI literacy courses aimed at fostering an understanding of the technology, as well as addressing the biases and ethical issues associated with its use.
