Shared access to patient health records across NHS providers in England is projected to reduce emergency department visits by 20,000 annually and generate £20 million in yearly savings, according to government estimates ahead of the NHS modernisation bill’s second reading.
The legislation would establish single patient records (SPR) for everyone receiving health and social care in England, mandating secure data sharing as part of the government’s 10-year health strategy. Integration of SPRs with virtual care services is expected to cut A&E attendances among frail patients by approximately 10,000, with an additional 10,000 reductions attributed to improved diagnostic accuracy. This would save clinicians roughly 500,000 hours annually, the Department of Health and Social Care reported.
The department further anticipates 6,000 fewer hospital admissions yearly through reduced A&E activity, enhanced heart failure management, and improved mental health care. The projected £20 million savings would stem from decreased medication errors, fewer adverse drug reactions, and elimination of duplicate prescriptions.
The bill establishes the legislative framework for these measures, with maternity and frailty care services expected to benefit from 2027. All NHS providers, including hospitals and general practices, would share data to enable medical professionals to access patient histories without requiring repetitive information from patients.
Patients would gain greater control over their care through enhanced safeguards, audit trails, and choices regarding data usage. Social care records and private healthcare provider data working on behalf of the NHS would also be incorporated.
Currently, GPs act as data controllers for patient records and can share them for research purposes. The Department of Health and Social Care is expected to become the data controller once GP records are integrated into the system.
The British Medical Association has urged that doctors retain control of GP data, warning that transferring this control to the DHSC could undermine trust and compromise confidentiality. The system would incorporate security and privacy safeguards, enabling visibility into record access while maintaining existing clinical protocols for data sharing.
New Health Secretary James Murray, who assumed the role following Wes Streeting’s resignation, emphasized the system must be “built in a way that people can have absolute trust in.”
“When people hear data, they think safety and security,” Murray told BBC1’s Breakfast. “Strict legal safeguards will be essential as we build the system over the coming years. Only specified individuals will access data, with comprehensive audit trails documenting who accessed records. Strong cybersecurity protections will secure this data, as we do with all our health information today.”
The bill abolishes NHS England, transferring its functions to the DHSC and reducing bureaucratic layers. It implements reforms from the 10-year health plan, including the Dash review’s recommendations for the Health Services Safety Investigations Body and Healthwatch.
Local decision-making devolution will be supported through integrated care boards and provider organizations. NHS Online, the virtual hospital model launching in 2027, aims to deliver the equivalent of up to 8.5 million appointments and assessments within its first three years.
Former Health Secretary Wes Streeting is expected to emphasize that continued waiting time improvements require winning public support for necessary changes and modernization.
“Those claiming recent NHS performance gains result solely from increased funding are repeating the same errors that have historically constrained the NHS,” Streeting is anticipated to tell Parliament. “Investment matters, but we’re combining resources with reform: embracing technology, cutting bureaucracy, improving productivity, and transforming care delivery.”
