The move raises questions about whether scientific rigor is being supplanted by political considerations in federal funding allocation.
Understanding this shift requires context about NIH’s traditional peer-review system. Applications were historically assessed by external scientific experts who assigned numerical scores, which were compared against established thresholds to determine funding eligibility. These scores, along with reviewer identities, were publicly disclosed—a practice criticized as analogous to Olympic judging transparency.
The proposed change would eliminate applicant access to these scores, instead categorizing applications as “Most Competitive” (top 25%), “Competitive” (26-50%), or “Not Discussed” (exceeding 50%). While peer-review scores would still inform category assignments, applicants would remain unaware of their specific evaluations.
Critics question the rationale behind this opacity. The NIH attributes the change to a “working group” aimed at aligning peer-review reporting with its “Unified Funding Strategy,” which emphasizes balancing scientific merit against political and strategic priorities. However, the announcement lacks transparency about the group’s composition, rationale, or alternative proposals considered.
This approach risks politicizing science. Without score transparency, reviewers might prioritize political alignment over research quality. Similar concerns were raised regarding Executive Orders limiting scientific input in federal funding decisions, including those affecting institutions like Harvard University.
Stakeholders are urged to comment on the proposed changes by October 13 via the NIH’s RFI portal. Given the potential implications for scientific integrity, prompt public engagement is recommended to safeguard research funding processes.
