Sept 6 (Reuters) – OPEC+ maintained its current oil output policy for October during a Sunday meeting, according to a group statement, as members must first establish fresh quotas before determining subsequent production moves.

Core OPEC+ Members and the Iran War

The gathering of seven key OPEC+ participants — Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan, and Oman — took place amid an ongoing conflict involving Iran that continues to disrupt oil flows through the Strait of Hormuz, restricting OPEC+’s leverage over both pricing and market share.

Production Adjustments and Ongoing Supply Cuts

In August, OPEC+ finalized its scheduled production increase for September, completing the gradual rollback of a 1.65 million-barrel-per-day supply cut originally introduced in 2023. Even with these agreed output rises, the alliance — comprising the Organization of the Petroleum Exporting Countries and partners including Russia — continues to operate well below its stated targets due to the conflict.

OPEC’s Limited Power Amid Conflict

“OPEC+ currently has very limited power over the physical oil market,” said Jorge Leon, an analyst at Rystad Energy. “The group can change production targets on paper, but it cannot guarantee that those barrels will be produced or actually reach the market.”

“The focus now shifts away from monthly production adjustments and towards the much more consequential debate over 2027.”

Future Output Decisions and Quota Reviews

OPEC+ continues to enforce an additional layer of production cuts covering most members of the 21-nation bloc through the end of 2026. Before deciding how to phase out these reductions and bring more oil back to market, the group must reassess each member’s production capacity in order to establish 2027 output baselines that will anchor future quotas.

That discussion is expected to take place later in 2026, which means OPEC+ is likely to pause its output increases through the fourth quarter, according to sources who previously spoke with Reuters. Sunday’s statement made no reference to policy beyond October.

Upcoming Meetings and Decision-Makers

Only the seven OPEC+ members who convened on Sunday, along with the United Arab Emirates prior to its departure from OPEC in May, have participated in monthly output decisions in recent years.

The seven countries are scheduled to hold their next meeting on October 4.
