Republican Senators Tim Scott and Bill Hagerty unveiled legislation Tuesday that would expand Commerce Department authority to protect domestic artificial intelligence technologies from supply chains linked to foreign adversaries, particularly China and Russia.
The bill grants the Commerce Department the power to block transactions involving AI-related technology designed, developed, manufactured, or supplied by entities owned, controlled, or directed by adversary nations. With Congress approaching its summer recess and midterm elections, the measure faces an uphill battle for advancement unless attached to broader legislative priorities.
Senator Scott, who chairs the Senate Banking Committee and previously helped craft the GENIUS Act for stablecoin regulation, emphasized national security concerns. “Americans should not have to worry that China or Russia can use the technology in our cars, phones, or networks against us,” he said. The legislation aims to prevent adversarial nations from embedding potentially compromising technology into critical U.S. infrastructure and consumer devices.
