Rwanda is poised to become the European Union’s first “return hub” for expelling migrants without legal residency rights, multiple sources confirmed to AFP. Agreements with Rwanda could be finalized as soon as next month, according to sources involved in negotiations held in Kigali and Brussels. Denmark, Austria, Greece, Germany, and the Netherlands aim to operationalize the center by 2027, though locations remain undisclosed.
For months, Rwanda has been a leading candidate alongside Uganda and Uzbekistan, with envoys from the five EU countries visiting Kigali in September. A Rwandan delegation has recently engaged in European discussions, including in Brussels, where EU migration coordination occurs. A Vienna conference mid-November may coincide with a finalized agreement.
The concept emerged from tightened EU migration policies, reflecting rising far-right electoral successes and public concerns over border control. Proponents argue return hubs would streamline deportations and deter irregular migration. Critics, like France, dismiss the plan as ineffective and liken it to “legal black holes,” citing challenges with similar projects like UK-Rwanda deportation schemes and Italy’s Albanian facilities.
The Rwanda initiative would initially host around 100 deportees, with five nations each sending approximately 20 migrants. Kigali prefers the term “welcome center” to emphasize opportunities for migrants to remain and work, diverging from detention models.
EU opposition includes Dutch lawmaker Anna Strolenberg, who criticizes the plan amid Rwanda’s struggles with reduced U.S. aid, which have exacerbated food and water shortages for asylum seekers. She also highlights rising local tensions and concerns over Rwanda’s capacity to safeguard human rights. “Sending even more people to a system like this is irresponsible,” Strolenberg stated, referencing fears of criminal elements exploiting similar U.S.-Rwanda immigration schemes under Trump’s administration.
The Rwandan government declined to comment.
