Six European Nations Advance Long-Range Strike Capabilities with ELSA Transition

Communiqué Proposal Endorsed by ELSA Defence Ministers:

Two years after its inception, the European Long-range Strike Approach (ELSA) has matured into a structured framework for collaboration among six key European nations. Initiated by the Defence Ministers of France, Germany, Italy, Poland, Sweden, and the United Kingdom, ELSA aims to strengthen Europe’s defence industrial and technological base through joint development of critical long-range strike capabilities.

The initiative addresses the growing importance of conventional long-range strike systems in modern warfare. By focusing on shared requirements and interoperable solutions, participating nations have organized their efforts into distinct clusters covering sensors, effectors, and launch platforms. These clusters have now reached sufficient maturity to operate as independent ELSA Implementation Groups (EIG), led by designated member states to advance development and procurement projects.

The clusters include:

• Airborne Early Warning capability
• Long Range Suppression of Enemy Air Defences (SEAD) capability
• Air-launched long-range strike capability
• Euro Multi Missile Launcher
• Ground-launched long-range strike systems (300-500km range)
• Ground-launched long-range strike systems (500-2000km range)
• Ground-launched long-range strike systems (beyond 2000km)
• Low-cost long-range strike capabilities (500km+ using one-way-attack effectors)

Through this phased approach, ELSA has served as a catalyst for European defence cooperation, enabling rapid alignment of requirements and fostering projects that will enhance the continent’s strategic autonomy. The participating nations reaffirmed their commitment to accelerating the acquisition and development of these capabilities, marking a significant step in consolidating Europe’s long-range strike capacity.
