With more than 10,000 active satellites in Earth’s low orbit, Starlink can deliver high‑speed internet to virtually any location on the globe. Users simply need a ground terminal, which can be bought and installed easily. As Musk put it, the setup is just “point at sky, plug in.”
This capability proves especially valuable in combat zones.
Tom Whittington, an electronic‑warfare expert and associate fellow at RUSI, told BBC Radio 4’s PM programme that the satellite system lets Ukraine transmit large volumes of data—such as video, text and voice—much like smartphones, but without the traditional telecom infrastructure.
He noted that speed caps effectively prevent any network‑connected device from exceeding 100 mph, which hampers drone navigation across Ukraine and Russian‑occupied areas.
Serhiy Beskrestnov, an adviser to President Zelensky, suggests the limits are not accidental and may be linked to recent tensions between Kyiv and Washington.
U.S. President Donald Trump has criticised Ukraine’s long‑range strikes on Russian oil refineries and called for new leadership, echoing similar sentiments from Elon Musk.
Ukraine’s complaint about the throttling has spotlighted both Starlink and Starshield, a military‑grade variant developed by SpaceX for the Pentagon.
Musk maintains the two services are separate, though they share underlying satellite technology.
In an X post, Musk implied that the U.S. government might be responsible for the slowdown affecting Ukrainian users.
He wrote, “Starshield systems are owned and controlled by the U.S. government. Any limits on speed or usage are decided by the U.S. military and ultimately the President. Starlink is a commercial service owned and controlled by SpaceX. Its use is limited to civilian or defensive activities and cannot be used for offensive military action, as that would be inappropriate for a commercial company.”
Russian President Vladimir Putin launched a full‑scale invasion of Ukraine in 2022, and Moscow now controls roughly 20 % of Ukrainian territory.
