During his official visit to Brazil, where he headed Sudan’s delegation to the Political Consultations Committee meetings in Brasília, Ambassador Muawia Othman Khalid, Undersecretary for Foreign Affairs and International Cooperation, presented a keynote address at the Rio Branco Institute—Brazil’s Ministry of Foreign Affairs‑affiliated think tank—on the situation in Sudan and the broader Horn of Africa and Red Sea region.
The session was attended by diplomats, scholars and several Arab ambassadors.
He emphasized Sudan’s geopolitical importance, stressing that the conflict cannot be viewed in isolation because the country sits at a strategic crossroads of the Horn of Africa, the Nile Basin and the Red Sea region.
Khalid underscored that stability in Sudan is essential for regional security, warning that ongoing hostilities and the participation of foreign mercenaries could have serious repercussions. He noted that evidence of external backing and proxy warfare in the Sudanese conflict is mounting—a concern the government has raised since the war began.
He also highlighted serious violations by the Rapid Support Forces (RSF) militia, including the deliberate use of drones and other methods to target civilians and critical infrastructure, causing direct harm to people and facilities.
Additionally, he outlined the Sudanese government’s stance on regional and international peace initiatives and explained in detail the peace plan submitted by the Prime Minister to the UN Security Council in December.
Concluding the lecture, Ambassador Khalid urged regional and international stakeholders to pursue a realistic, constructive approach, warning that inaction could foster terrorist activity and jeopardize maritime security and global trade through the Red Sea.
