On 29 August, 52.8 percent of Icelanders voted against resuming membership talks with the European Union in a referendum. Although the EU had initiated accession negotiations in 2010, Reykjavik suspended them in 2015 after a shift in government.

For the EU, Iceland’s candidacy represented a test of whether the bloc could still attract a wealthy, stable democracy motivated by strategic alignment rather than purely economic necessity.
Amid Russia’s war destabilising Europe, strained relations with Washington, and the conflict in the Middle East, the EU considers enlargement essential to its own future. A larger bloc enhances its influence in trade, defence, and diplomacy.
Upon joining, countries cede a portion of their national sovereignty to the EU but gain representation in European institutions and access to common policies, including foreign, security, and trade frameworks. They contribute to the EU budget while benefiting from financial support and funding.
Candidate nations must adopt EU principles and implement the acquis communautaire—the core set of EU legislation.
They must enact reforms across 35 policy areas to build stable institutions that guarantee democracy, the rule of law, and a functioning market economy.
Currently, seven countries have active accession negotiations. Montenegro leads the pack, followed by Albania, Serbia, North Macedonia, Moldova, and Ukraine, which applied in 2022. Meanwhile, negotiations with Türkiye have been stalled since 2018.
