The Department of State’s Bureau of International Narcotics and Law Enforcement Affairs, in coordination with the FBI, DEA, and the Department of Justice, today announced new and increased reward offers totaling up to $50 million under the Transnational Organized Crime Rewards Program (TOCRP). The rewards are for information leading to the arrest and/or conviction of the three highest‑ranking leaders of Tren de Aragua (TdA), a violent foreign terrorist organization designated by the Trump Administration last year.

  • Yohan José Romero, also known as “Yohan Petrica”: the reward has been raised to up to $20 million (previously up to $4 million).
  • Giovanni Vicente Mosquera Serrano, also known as “Giovanni” and “El Viejo”: the reward has been raised to up to $15 million (previously up to $5 million).
  • Juan Gabriel Rivas Núñez: a new reward of up to $15 million.

According to court documents, Romero is the current leader of TdA and directs the group’s operations, which include drug trafficking, illegal gold mining in Venezuela, and murders. Mosquera Serrano and Rivas Núñez serve as his deputy commanders. Mosquera Serrano oversees TdA activities in the United States, Colombia, and Central America, while Rivas Núñez manages operations in Venezuela. Mosquera Serrano is also listed among the FBI’s Ten Most Wanted Fugitives and has orchestrated numerous violent crimes such as robbery, extortion, and kidnapping.

On July 29, 2026, a superseding indictment filed in the U.S. District Court for the Southern District of Texas charged Romero, Mosquera Serrano, and Rivas Núñez with conspiracy to provide, providing, and attempting to provide material support to a foreign terrorist organization. Mosquera Serrano faced additional charges of international cocaine distribution and related conspiracy.

The reward offers are authorized by the Assistant Secretary for International Narcotics and Law Enforcement Affairs under the TOCRP, which supports law‑enforcement efforts to disrupt transnational crime globally.
