Secretary Rubio: Thank you. Today we announce a framework agreement between the Government of Lebanon and the Government of Israel, mediated and supported by the United States. This agreement establishes a foundation for lasting peace and security that both nations deserve.
The Lebanese people have endured decades of external interference and the use of their territory as a launchpad for attacks. They deserve a return to the prosperous, peaceful, and diverse society that once made Lebanon an envy of the region. It will require extensive effort and time, but today marks the first step on that journey.
Likewise, Israelis—especially those in northern Israel—deserve to live without the threat of terrorist attacks launched from Lebanese territory by outside actors. Frequent sirens have forced civilians to abandon school, work, and daily life to seek shelter.
As I told all parties present, this is only the beginning. We recognize the difficulty of the task ahead, yet we understand its vital importance and are honored to have helped bring these parties together.
I want to thank the representatives from both sides. Ambassador Nada Hamadeh Moawad of Lebanon has been a phenomenal partner, and we share common ties to Florida. Ambassador Yechiel Leiter and his team, along with our State Department staff led by Counselor Dan Holler, have done an outstanding job. This demonstrates the value of professional diplomatic work, and I am proud of what we have achieved.
Today’s step, while often the hardest, is an essential one. We hope this momentum will lead to many more constructive conversations and tangible progress, allowing the peoples of Lebanon and Israel to look forward to a future of peace, prosperity, and coexistence for current and future generations.
We are proud to facilitate this historic moment. Thank you for covering it; now we will formalize our discussions.

The trilateral framework we sign today is a first step toward restoring Lebanese sovereignty, securing a permanent cessation of hostilities, and allowing all Lebanese to live in peace, security, and prosperity.
This lengthy and challenging meeting was made possible by the leadership of President Aoun, the perseverance of Prime Minister Salam, the resilience of Ambassador Karam, and the patriotism of the Lebanese Armed Forces. Thank you.
Ambassador Leiter: Thank you, Secretary Rubio, and your exceptional team. Under your leadership we have advanced President Trump’s vision of peace through strength, moving this historic process forward.
I also appreciate the contributions of Dr. Draznin of the NSA, our foreign ministry staff, and IDF officers who worked alongside Prime Minister Netanyahu’s team in Jerusalem. Ambassador Hamadeh, your tough negotiations set a patriotic example; you fight like a lioness.
In my remarks four days ago, I warned that Iran and its proxies threatened to derail this effort. Thanks to the hard work of Dan, Secretary Rubio, and the entire staff, we have put the process back on track toward a final destination: genuine peace between our two countries, respecting each nation’s sovereignty.
This performance‑based trilateral framework excludes Iran and Hezbollah and opens a road to peace. It would not have been possible without the resilience of the Israeli people, especially those in northern Galilee who have withstood Hezbollah terror.
We also honor the heroes of the IDF, whose self‑less defense of Israel has cost many lives in the fight against Iran and its proxies.
May we turn the curses of war into blessings of peace.
