UK Set to Impose Trade Restrictions on West Bank Settlements

The anticipated UK government announcement follows Israel’s invitation of tenders for constructing approximately 1,200 settlement homes in the E1 area, a strategically vital zone located east of Jerusalem. These development plans have attracted widespread international criticism.

For decades, Israel has refracted from proceeding with construction plans in this region due to sustained global pressure.

In his maiden address to Parliament as Foreign Secretary last week, Miliband described the proposed plans as “illegal under international law,” labeling them a “crossing of a red line” that cuts through the heart of the West Bank and threatens the viability of a future Palestinian state.

Prime Minister Andy Burnham likewise warned that Israel’s announcement regarding the E1 area could “imperil or end” the two-state solution in the Middle East.

Tuesday’s expected intervention is set to occur nearly a year after Sir Keir Starmer’s government officially recognized the State of Palestine, asserting that the UK bears a moral obligation to foster a peaceful future for both Israelis and Palestinians.

The government maintains that the rapid expansion of settlements directly threatens and jeopardizes the viability of a two-state solution.

Emily Thornberry, the Labour chair of the Foreign Affairs Select Committee, stated that recognizing a Palestinian state is insufficient on its own; the UK must “do everything you can” to safeguard its existence alongside a secure Israel.

She refuted suggestions that the expected announcement would bolster support for Israeli Prime Minister Benjamin Netanyahu in the upcoming elections. Speaking on BBC Radio 4’s Today programme, she asserted that “Israel is a democracy with many different views,” and equating Netanyahu’s policies with the entire nation does not do the country justice.

When questioned on whether a clear distinction can be made between goods originating from settlements and those from Israel proper, she pointed out that the UK already operates a trade agreement granting “preferential” treatment to the latter, noting that “they recognise there is a difference.”

Meanwhile, Peter Prinsley, an MP and vice-chair of Labour Friends of Israel, expressed that while he supports a two-state solution, he has “a number of concerns” regarding the expected announcement, particularly its potential to influence the election.

He told the BBC that he is also concerned that “opponents of Israel” will fail to differentiate between Israeli government policy and British Jews. He added that he warned Miliband the move carries a real risk of inciting increased attacks against the British Jewish community.

Since occupying the West Bank and East Jerusalem during the 1967 Six-Day War, Israel has constructed roughly 160 settlements housing approximately 700,000 Israeli Jews. An estimated 3.3 million Palestinians currently reside in proximity to these settlements.

Since the onset of the Gaza conflict—triggered by the Hamas-led attack on Israel on October 7, 2023—there has been a marked increase in settler attacks against Palestinians and their property in the West Bank.
