United Nations Secretary-General António Guterres has issued an urgent appeal for international financial support to address a critical $100 million operational deficit threatening the sustainability of UNRWA, the United Nations Relief and Works Agency for Palestine Refugees. Without immediate intervention, the agency’s ability to provide essential humanitarian services to over 2.6 million Palestinian refugees across the Middle East faces severe jeopardy.
Delivering remarks at a pivotal donor conference convened to address the crisis, Guterres emphasized that UNRWA stands “on the edge of collapse” due to both financial constraints and escalating operational restrictions imposed in occupied territories. He specifically highlighted “unprecedented constraints on our operations in the occupied Palestinian territories” and “funding shortfalls that have forced difficult operational trade-offs.”
“The safety and fundamental rights of millions of Palestine refugees remain suspended in the balance as we speak,” the Secretary-General stated. He detailed worsening conditions in Gaza following continued military operations, persistent settler violence in the West Bank, and the debilitating impact of Iranian military interventions in Lebanon where Palestinian communities remain particularly vulnerable.
“We cannot remain silent in the face of these challenges. This is not merely an institutional concern but a humanitarian imperative,” Guterres asserted during his address. The UNRWA chief further noted systemic deterioration of services affecting daily life—from diminished access to water infrastructure to reduced healthcare provision for trauma victims and educational disruptions for children.
The agency’s funding shortfall stems primarily from major donors reducing contributions following political controversies. Most significantly, the United States imposed a full withdrawal of funds after unfounded accusations emerged earlier in 2024 regarding potential staff involvement in the October 2023 Hamas attacks. Although a comprehensive UN internal investigation exonerated 10 of 19 accused personnel and found insufficient evidence against nine others, donor hesitancy persisted.
“Every dollar withdrawn from this operation translates to denied education, denied healthcare, denied protection,” the Secretary-General argued forcefully. He reiterated the General Assembly’s recent renewal of UNRWA’s mandate with unanimous international support, calling renewed political and financial backing “essential to maintain the fragile stability this agency provides.”
Turkey’s UN ambassador expressed solidarity with UNRWA during Tuesday’s closed-door meeting, condemning Israel’s actions as violation of international law and accusing authorities of employing political coercion to weaponize aid delivery.
The conference precedes an expected donor contribution announcement scheduled for Wednesday. Continuing fiscal starvation under current projections could leave vulnerable populations without critical support networks during what humanitarian experts describe as an intensified regional humanitarian emergency.
Amid growing international scrutiny, the Secretary-General renewed his call for “transparent accountability mechanisms” to investigate persistent allegations while protecting the agency’s vital operational independence from politically motivated interference.
