Rob Higgins stood at the podium on August 17, 2026, expressing how he “gets chills” thinking about ongoing projects transforming the University of South Florida’s athletic landscape. Despite Tampa Bay’s relentless summer heat, Higgins finds ample reason to be excited as the athletic department CEO and USF alumnus overseeing unprecedented development.

Reflecting on his childhood experience cleaning basketball team facilities, Higgins emphasized his philosophy of “leading from the front and eating last.” This servant leadership, cultivated at age eight during floor-cleaning duties, now shapes department operations. “We must ensure we meet and exceed the dreams of athletes who’ve dedicated everything to reach this level,” he told media.

Current initiatives include overseeing $400+ million in upgrades featuring a $350 million, 35,000-seat football stadium slated for September 2027 opening against Louisville. The new venue will connect to the 150,000-square-foot TGH Center for Athletic Excellence – a Tampa General Hospital-funded facility supporting student-athlete needs. Higgins confirmed all construction milestones remain on schedule with concrete pouring for the stadium’s distinctive rooftop bar and TGH facility nearing completion.

“We’re focused on creating a world-class experience,” Higgins said, noting naming rights discussions continue daily. He projected the football season’s August 28 opener against Northern Illinois will mark a transformative era, with energy already building across campus and communities.

Stadium Transformation Progress

Construction crews, working seven days a week, transport equipment across Tampa Bay to support the modernization surge. Higgins highlighted $162 million committed by Tampa General Hospital for the athletic excellence center, which will revolutionize athlete support services while housing football operations.

Campus Athletic Revitalization

The athletic district’s physical transformation extends beyond football infrastructure. Tennis courts have been relocated to accommodate new facilities, with the $2 million beach volleyball complex under construction. Higgins confirmed the inaugural 2023 season’s top-10 finishes under coach Jo Kremer will continue at the new courts, expected to open September 2026.

Basketball Facility Upgrades

The Yuengling Center’s basketball arena received a $12 million exterior renovation, aligning its aesthetics with USF’s broader brand identity. Work crews applied university-branded patterns across seating areas while enhancing concourse amenities to improve fan experience.
