New health declaration requirements threaten to worsen airport delays as arrivals from Russia and China increase

HO CHI MINH CITY — Starting July 1, Vietnam will mandate that all incoming travelers complete a health declaration, introducing an additional bureaucratic step at airports already coping with lengthy queues, even as international visitor numbers climb toward record levels.
