A Russian ballistic missile struck a power plant in Kyiv on Tuesday evening, President Volodymyr Zelensky announced, despite the absence of advance warning from Western allies and even as U.S. President Donald Trump claimed an “energy ceasefire” was in effect.

Kyiv, home to roughly three million residents, has endured escalating attacks on its energy grid through Russian drones and missiles. The capital’s critical infrastructure remains a primary target in the ongoing conflict.
‘A Russian ballistic missile attack on Kyiv. Once again, no early warning from our partners,’ Zelensky wrote on Facebook. ‘The main target was energy infrastructure, specifically the CHP-4. Unfortunately, it was hit.’
AFP correspondents in the capital reported hearing multiple blasts following the strike. Kyiv’s air defense systems, reliant on Western intelligence, detected the incoming missiles only as they approached the city.
‘This is absolutely unjust: when they are destroying our infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches,’ the president added.
At least two people were killed and around 20 others wounded when the missile also hit a residential building in the Desnianskyi district, Kyiv Mayor Vitali Klitschko reported.
Overnight from Monday into Tuesday, residents heard explosions before air raid sirens sounded—a rare occurrence that officials attribute to the use of hard-to-detect Russian missiles or possible technical delays.
On Sunday, U.S. President Trump sparked confusion with a surprise “energy ceasefire” post on his Truth Social platform, claiming Russia and Ukraine had agreed to halt long-range strikes on power plants and oil refineries. The remark came amid the president’s repeated criticisms of Zelensky and his suggestion that “it is time for Ukraine to get a new president”.
