TAIPEI — Senior foreign diplomats attending a resilience forum warned that China’s intensifying maritime pressure is an effort to redefine the rules governing the seas. Meanwhile, the top U.S. diplomat challenged prevailing pessimism regarding Taiwan’s energy resilience in the event of a blockade.
