Disagreements over conflict prevention mechanisms may explain the contrasting accounts from Chinese and US officials regarding discussions at last week’s summit, according to analysts.
Speaking at a White House arrival ceremony, Chinese President Xi Jinping emphasized that the two militaries should maintain regular dialogue and “improve mechanisms for crisis communication and prevention.”
China’s foreign ministry stated in a post-summit declaration that the nations’ militaries agreed “to conclude a memorandum of understanding (MOU) on crisis communication and prevention as soon as possible.”
Notably, the MOU was listed separately from the eight “deliverables and understandings” announced at the summit, and the ministry’s statement did not specify when or where the military agreement was reached.
