BELFAST — NATO Secretary General Mark Rutte affirmed that Washington’s reduced contributions to the alliance’s Force Model do not indicate a withdrawal from European partners but rather an opportunity for other members to enhance their commitments.
Rutte emphasized during a Brussels press conference that allies are actively compensating for the U.S. adjustments, with some nations increasing their troop deployments or capabilities “completely” to fill gaps left by American forces. However, he acknowledged that further coordination is needed in certain defense areas.
When asked whether the U.S. would remain engaged in a potential conflict with Russia, Rutte clarified that the focus should be on collective defense obligations under NATO’s Article 5 clause rather than current troop placements. He noted that past reliance on American assets has been “overly intense,” but the revised commitment is “equitable.”
Rutte contested narratives framing the U.S. drawdown as a retreat from allies, stating, “This is not the reality.” He referenced the New York Times report on the planned reduction of U.S. fighter jets in Europe, which would diminish regional airpower but is offset by increased European and Canadian efforts to bolster conventional forces.
The NATO chief highlighted growing investments in defense infrastructure across member states, aligning with the alliance’s “NATO 3.0” vision of a stronger Europe. Rutte expressed confidence that allies would present “credible plans” to meet the 5% GDP defense spending target at the upcoming Ankara summit.
Trump’s past criticisms of NATO, including remarks about lack of support during the Iran-Israeli conflict, were cited as context for Rutte’s emphasis on demonstrating solidarity through tangible military and industrial coordination. The secretary general also reiterated calls for steady increases in defense budgets to address Russian aggression.
Separate discussions on nuclear planning and Ukraine aid will proceed during Thursday’s Brussels meeting of defense ministers and the Ukraine Defense Contact Group, respectively.
