UK Home Secretary Introduces Community-Based Refugee Sponsorship Program Modeled on Canadian System]
The UK government will launch new “capped safe and legal” asylum pathways later this year, enabling universities, community groups, and businesses to sponsor refugees seeking entry, modeled after Canada’s established sponsorship system.
The Home Office will permit trusted organizations including educational institutions and religious groups to directly support asylum seekers in finding accommodation and employment. A separate work visa program for refugees is also planned for rollout next year, with university-specific applications opening later this year and the first sponsored arrivals expected in 2027.
Alongside these initiatives, ministers aim to tighten the application of human rights and modern slavery legislation to challenge what they describe as “vexatious” asylum claims. The government emphasized that while ECHR membership remains “firmly in the national interest,” the definition of family will be narrowed to immediate relatives only.
While the exact cap on refugee numbers has not been disclosed, officials stated the program will begin at a modest level before scaling up significantly beyond current UK Resettlement Scheme (UKRS) capacity. All participating organizations will undergo rigorous vetting, with the Home Office maintaining control over which entities can sponsor applicants.
Conservative opponents criticized the proposal, arguing no additional humanitarian admissions should occur until illegal migration reaches zero. They also contended the changes would not address unauthorized sea crossings and accused Labour of favoring “open borders.”
Separately, Home Secretary Shabana Mahmood dismissed calls from her junior minister Mike Tapp for care worker exemptions from upcoming immigration restrictions, following his public criticism of the proposed visa reforms. Mahmood had sought Tapp’s removal, though the request was overruled by Prime Minister Keir Starmer.
