Drawing on his experience as Mayor of Greater Manchester, Burnham told MPs he possesses a clear theory of growth, arguing that additional devolution of power from Westminster is key to strengthening the UK’s economic outlook.
However, he emphasized the importance of avoiding a ‘two-tier England’, where regions with enhanced powers do not become detached from those still awaiting greater autonomy.
Burnham revealed that negotiations are already underway with Cornwall Council and its six MPs to forge a devolution agreement, with or without an elected mayor, aimed at supporting the rural economy.
By granting Cornwall greater powers independent of neighbouring authorities, Burnham’s approach could set a precedent for devolution in other single-county areas across the country.
The Prime Minister also indicated plans to engage with leaders in Scotland, Wales, and Northern Ireland to explore additional local powers for those regions.
